It's my experience that people raise demands, tallk to their neighbors and co-workers are often the same people. Certainly people who organize their constituency most often and most sustainably do so around a set of demands and issues rather than a particular candidate. It seems odd to me to oppose raising demands as somehow opposite to tallking to people.
